Description
Our client is looking for a Consents Manager to work on a long-term HVDC Interconnector project on a contract basis.

The Role

Manages all planning and environmental consents for the interconnector project, with a primary focus on compliance with the Development Consent Order (DCO) and its associated requirements. The Consents Manager is responsible for maintaining the consents register, tracking discharge obligations, coordinating submissions to the relevant planning authority, and ensuring that construction activities proceed in accordance with the DCO and other statutory instruments. The role serves as a key interface with regulators, local authorities, and statutory consultees, and ensures the Cable Contractor meets all obligations in a timely and auditable manner. In addition to managing DCO compliance, the role includes obtaining and coordinating secondary consents required to support the execution of the Cable Contractor’s works.

Key Duties
  • Manage compliance with the DCO, including the discharge of Requirements and conditions relevant to the Cable Contractor’s scope.
  • Maintain a live consents register tracking all obligations, submission deadlines, and determination timeframes.
  • Prepare and coordinate submissions to the relevant planning authority (typically the local planning authority or the Planning Inspectorate) and other consenting bodies.
  • Liaise with the Employer’s team and legal advisers to clarify consent responsibilities and interface points.
  • Track compliance across subcontractors and work packages, ensuring timely delivery of supporting reports, method statements, and monitoring data.
  • Support construction delivery teams by providing clear advice on consent constraints, restrictions, and obligations on site.
The Person
  • Demonstrable experience managing consents and permissions on major UK infrastructure projects subject to DCO or Town and Country Planning Act (TCPA) frameworks.
  • In-depth understanding of the DCO process, including requirement discharge, pre-commencement conditions, and post-consent compliance.
  • Familiarity with environmental permitting, marine licensing, land rights, and stakeholder consultation procedures.
  • Strong coordination, organisational, and communication skills, with the ability to work across multidisciplinary teams and external bodies.
  • Degree in planning, environmental management, or related field is advantageous.
